Effects of Housing Adaptation Services
in Long-term Care Insurance System

Care workers or day services may come to mind when you think of the long-term care insurance system. However, in Japanese long-term care insurance, those who have been certified as requiring long-term care can have housing adaptations, such as the following, when experiencing inconvenience in their home:

・Installation of handrails
・Elimination of level differences
・Change of materials for floors or passage surfaces
・Replacement of doors
・Replacement of toilets
・Other housing adaptations that become necessary in conjunction with those mentioned above

However, the effects of housing adaptation have not been thoroughly studied, and it is often considered a supplementary service. In this research, we are examining the effects of housing adaptation services using medical and long-term care claims from local governments.

Effects of Housing Adaptation Services for Older People Requiring Long-term Care

The perspective of “continuing to live in that house as long as possible” is an expected effect of housing adaptation services. In this research, factors that prevent this are defined as “factors hindering staying at home,” and whether the incidence of these factors decreases when housing adaptation is used is also studied.

Housing Adaptations and Long-term Care Facility Admissions Among Older Adults with Care Needs in Japan

In this research, the relationship between the use of housing adaptation services during the two years after certification and subsequent facility admission for older people certified as requiring long-term care between 2014 and 2016 was examined.

Association of Housing Adaptation Services with the Prevention of Care Needs Level Deterioration for Older Adults with Frailty in Japan

We looked at the association between the use of housing adaptation services during the 6 months after certification and subsequent deterioration of care need levels for older people who were recently certified as requiring supportive care between 2015 and 2016.

Implementations of Housing Adaptation Services Among Older People Requiring Supportive and Long-term Care

We are examining three questions as follows, by utilizing housing adaptation reason forms, and medical and long-term care claims, etc.:
・Who use housing adaptation services?
・How older people use housing adaptation services?
・How medical, long-term care, and welfare professionals are involved in the service delivery?

Research Results

Examining the Application Forms of Housing Adaptations in the Japanese Long-Term Care Insurance System by Care Need Level and Professional Type, a Descriptive Study

When using housing adaptation services, application forms for housing adaptation services should be submitted by health, long-term care, or welfare professionals assigned by each local government. This form is suitable to understand why and what kind of housing adaptation is desired. We analyzed in this research these housing adaptation reason forms and examined differences by care need levels and types of professionals filling out this form.

Implementation and Costs of Housing Adaptations Among Older Adults with Different Functional Limitations in Japan

Prior researches have concentrated on seven types of physical functions that affect housing accessibility, which include vision, cognitive function, and lower limb function. In this study, we investigated the differences in housing adaptation service utilization and expenses for each of these physical limitations among older people requiring supportive care.
